Raising the Participation Age from September 2013 Raising the Participation Age (RPA) will come into effect for learners aged 16 to 19. This will mean from summer 2013 16 year olds in mainstream education will be required to participate in education until the end of the academic year in which they turn 17.

From summer 2015 all 17 year olds will be required to participate in education until the end of the academic year in which they turn the age of 18.

The Raising the Participation Age will be counted as and when learners engaging in one of the following:

Full-time work involving at least 280 hours of education
Full time education including A-Levels (Study Programme)
An Apprenticeship
Traineeship
Home Education.

Raising the Participation Age Study Programme will consist of a minimum of 540 learning hours contain either an academic programme or a substantial vocational qualification, and consist of a mixture of qualification and non-qualification such as class and work-experience.

For all the non-qualification learning hours, learners are required, where and when appropriate to take part in work experience that is relevant to their course of study. Learners who have not achieved a GCSE Grade C in English and Maths at 16 will continue to complete these subjects by taking Functional Skills or similar provision to enable them to progress towards their GCSE achievement.

Those students who are not able to study an academic programme qualification or a substantial vocational qualification (eg if they have complex learning needs and/or disadvantage) are required to take a curriculum of work experience and also continue to develop their numeracy and literacy skills.
